LA RISPOSTA DI DIOGENE
sulle cause e sui rimedi degli scandali odierni

(L'ingegnere Vilfredo Pareto, il dotto e tenace apostolo del liberismo in Italia, ci manda la seguente in risposta alla « domanda indiscreta » del nostro collaboratore F. C. inserita nel numero precedente.)

Interrogaste Diogene. Permettete che il suo traduttore [1] risponda, ed a sua volta vi muova una domanda. Se di tanto vorrete essergli cortese, non abuserà dell'ospitalità, e procurerà di discorrere non per difendere le sue idee, ma solo per onesta ricerca della verità.

Principiamo col ben fissare i termini del quesito.

Sul fine da conseguire consentiamo tutti. Si tratta di ottenere la maggiore somma di bene possibile pel maggiore numero di uomini, o, come dicesi ora nella scienza economica, di ottenere il massimo edonistico.

Sui mezzi differiamo. Voi dite che di tutti i mali, che pur troppo esistono nella nostra società, ha colpa il sistema di proprietà capitalista, od in altre parole che questo è il solo ostacolo per conseguire il massimo edonistico. E pare anzi che quel massimo sarà assoluto, e non più o meno grande secondo l'ignoranza e i vizi degli uomini che adopreranno il nuovo sistema.

Noi liberisti non neghiamo che il sistema capitalista porti alcuni mali, ma ci pare che i sistemi che ad esso si vogliono sostituire ne facciano temere dei maggiori. Di una gran parte poi dei guai sociali vediamo la cagione nelle rapine che, mercè l'aiuto della podestà pubblica, alcuni compiono a danno dei più.

A ciò per due vie si potrebbe rimediare. O trovando modo di costituire un governo che non si presti a quelle rapine. Oppure togliendo ad esso l'uso delle facoltà delle quali temiamo l'abuso. Pare a noi che più agevole assai della prima sia la seconda via, ed è per ciò che per essa ci siamo posti.

E il massimo edonistico che speriamo raggiungere è solo uno di quelli che i matematici dicono relativi, cioè non il massimo bene, ma il minor male.

Perció, per me, vorrei poter essere socialista, come vorrei poter essere credente invece di positivista, perché nell'un caso e nell'altro la speranza di un'alta meta è largo compenso ai sacrifizi presenti.

Ma, rispondete voi, ed è nello stesso tempo la vostra domanda, se l'uso di quelle facoltà concesse ai governi è di tanto danno agli uomini, perchè ancora non furono tolte? « Come mai può spiegarsi il fatto che, se la mancanza di libertà economica scatena sul genere umano cosi sordida valanga di guai, la libertà non è instaurata ancora in tutti gli ordini dell'economia sociale? »

Se io scrivessi per scopo di polemica, potrei ritorcere la stessa domanda, negli stessi termini precisi, sostituendo solo sistema capitalista a mancanza di libertà economica. Perché badate che, se tutti i proletari consentissero nel voler togliere il sistema capitalista, questo dovrebbe immediatamente sparire.

Il problema è dunque assai più generale, e mi pare che cosi si potrebbe enunciare: Come mai segue che, mentre i più avrebbero certo il potere di volgere in loro pro le opere del governo, queste [105] in ogni paese ed in ogni tempo sieno state specialmente volte a favorire i meno?

Per me non conosco altro metodo scientifico se non quello sperimentale, onde la risposta a quel quesito l'ho cercata nella storia. Non dico di averla trovata pienamente soddisfacente, non so se la troverò mai, ma ciò che mi pare evidente è che sempre il popolo è stato sacrificato, che sempre col suo lavoro ha dovuto mantenere infiniti parassiti, che sempre i governi sono stati i principali fautori dei suoi nemici, e il mezzo delle rapine che ebbe a patire.

La forma muta, la sostanza di poco differisce, Il plebeo insolvibile dell'antica Roma era chiuso nell'ergastolo del patrizio; oggi lo lasciano libero, perchè hanno scoperto che torna più conto ai suoi padroni, ma lavora e consuma la salute e la vita nelle officine per pagare i frutti dei debiti che essi, per mezzo dello Stato, contrassero in suo nome,

Dei 13 miliardi di debito che ha l'Italia, quanti ne furono spesi pel bene del popolo? Quanti furono sperperati e rubati? Quanti pagarono il lusso delle classi dirigenti, o servirono a soddisfare la loro vanità?

Si può dire lo stesso delle spese annue del bilancio.

Spiegatemi come il popolo italiano tolleri tutto ciò, spiegatemi come tolleri le infamie della Banca romana, le morti di Conselice, di Caltavuturo, di Serradifalco, e come radunato nei suoi comizi elegga per legislatori coloro che lo sfruttano; e poi potrò dirvi come è che non ha ancora inteso una verità tanto più recondita quale è quella dell'utilità della libertà economica.

Sarebbe un abusare della vostra ospitalità se mi facessi ad esporre i molti motivi pei quali, a parer mio, le collettività umane si lasciano più facilmente ingannare e sfruttare dei singoli individui, ma siano qualsivogliano le cagioni, il fatto sussiste, ed è ciò che parmi qui prema.

Ma, se non m'inganno, voi rispondete che il si stema capitalista è cagione che il popolo non sa e non può ribellarsi contro chi lo tiene soggetto.

Ció in parte, lasciamo stare ora se piccola o grande, è vero. E se il sistema capitalista si potesse togliere senza accrescere ad un tempo gli uffici dello Stato, sarebbe cosa da considerarsi molto attentamente.

Ma se invece gli uffici dello Stato dovranno essere accresciuti, ecco la domanda che volevo muovere: come farete per impedire che gli uomini deputati al governo abusino di quelle maggiori facoltà ad essi concesse, come sin qui abusarono delle minori che ebbero?

Il vostro partito sin ora è più onesto di molti altri perché è di opposizione, ma appena vi avvicinerete al potere, vedrete i politicanti fare ressa intorno a või, e famelici chiedervi qualche osso da rosicchiare. Credete forse che Giolitti abbia la menoma predilezione per il sistema che ci regge? Siate domani potenti ed egli vi offrirà i suoi servizi. Avete veduto certi democratici legalitari che si fecero eleggere un tempo parlando al popolo dei suoi diritti, e discorrendo contro la triplice alleanza; e che oggi, per avvicinarsi al potere, lodano questa, e approvano il Ministero quando vuole occultare i misfatti bancari, e quando a Caltavuturo e a Serradifalco riconosce i diritti del popolo col piombo e col carcere? Siate più forti e penano poco a voltare casacca un'altra volta, e a dirsi vostri amici! Chi più socialista di loro? Chi più amante del bene del popolo? Se occorre studieranno anche Marx a mente, come ora studiano l'etichetta di corte!

Tolto il capitale, sarà totlo ogni incentivo a fare male? Non capisco ciò. Qualcuno avrà pure da decidere quale parte della ricchezza nazionale dovrà essere adoperata per costruire macchine, navi, ecc., e se invece di volgerla a questi usi, chi ha facoltà di disporre, l'adoprasse in spese di lusso, o per pagare una maggioranza servile in parlamento, o per fare le spese per orgie come quelle di Arton banchettante con legislatori e con donnine poco vestite?

Ora pur troppo una parte della ricchezza prodotta dal lavoro del popolo serve a siffatti usi; non vorrei che quella parte, invece di scemare, crescesse, e domando come provvederemo per impedire questo guaio.

Fidare nella sola onestà della futura maggioranza parlamentare mi pare andare incontro ad un gran pericolo. Badate solo alla maggioranza che ora serve il ministero Giolitti, o se più vi piace, a quella che si fece comprare dal Depretis, o a quale altra vogliate considerare!

Oggi gli uomini che, coi pasticci bancari, colle convenzioni di ferrovie, o di navigazione, o in mille altri modi, si appropriano naturalmente la ricchezza altrui, fanno sentenziare dai loro giudici che le asciazioni di socialisti sono associazioni di malfattori, perchè intendono a mutare artificialmente la distribuzione della ricchezza; domani, se la vittoria sarà vostra, gli stessi uomini seguiteranno a godersi, sempre naturalmente s'intende, il frutto dell'altrui lavoro, e dagli stessi giudici faranno mettere in carcere gli avversari, accusandoli di non essere buoni socialisti!

Per me non ci vedo altro rimedio che mozzare le unghie e i denti alla belva; che restringere gli uffici dello Stato. Ma non ostante vedrei volontieri in qualche paese un esperimento socialista (più volentieri ancora, s'intende, un esperimento liberista), perchè forse l'esperienza varrebbe a sciogliere alcuni quesiti che ora appaiono insolubili.

Ad ogni modo, sebbene avversario dei socialisti, li rispetto e li onoro, perché alto e nobilissimo é il fine al quale mirano; e credo che molto bene al paese possa recare l'attivo loro procacciare che il popolo si occupi di quesiti economici.

Deh! potesse diradarsi alquanto l'ignoranza che offende la mente dei proletari, e li fa schiavi dei politicanti! Deh! potessero alcuni, sieno liberisti o socialisti non importa, sfrondare l'alloro delle classi governanti, e svelare al popolo, e fare palese a tutti

di che lacrime grondi e di che sangue!

DIOGENES’ REPLY
on the causes of and the remedies for today’s scandals

(Engineer Vilfredo Pareto, the learned and tenacious apostle of liberalism in Italy, sends us the following in reply to the “indiscreet question” of our contributor F. C. published in the previous issue.)

You questioned Diogenes. Allow his translator [1] to reply, and in turn to put a question to you. If you will be so courteous as to grant him this, he will not abuse your hospitality, and will try to speak not in defense of his own ideas, but solely in honest pursuit of the truth.

Let us begin by clearly fixing the terms of the question.

As to the end to be attained, we are all agreed. It is a matter of obtaining the greatest possible sum of good for the greatest number of men, or, as it is now said in economic science, of obtaining the maximum amount of pleasure. [2]

As to the means, we differ. You say that of all the evils which unfortunately exist in our society, the capitalist system of property is to blame, or, in other words, that it is the sole obstacle to attaining the maximum amount of pleasure. And it even seems that this maximum would be absolute, and not more or less great according to the ignorance and vices of the men who would operate the new system.

We liberals do not deny that the capitalist system brings with it certain evils, but it seems to us that the systems which are proposed to replace it give reason to fear even greater ones. Moreover, for a great part of social ills we see the cause in the robberies [3] which, with the aid of public authority, some commit to the detriment of the many.

There are two ways by which this could be remedied. Either by finding a way to constitute a government that does not lend itself to such robberies. Or by depriving it of the use of those powers whose abuse we fear. It seems to us that the second path is far easier than the first, and it is therefore to that path that we have set ourselves.

And the maximum amount of pleasure that we hope to reach is only one of those which mathematicians call relative, that is to say, not the greatest good, but the least evil.

For this reason, for my part, I should like to be able to be a socialist, just as I should like to be able to be a believer instead of a positivist, because in both cases the hope of a lofty goal is ample compensation for present sacrifices.

But you reply—and this is at the same time your question—that if the use of those powers granted to governments is so harmful to men, why have they not yet been taken away? “How can one explain the fact that, if the lack of economic liberty unleashes upon humankind such a sordid avalanche of evils, liberty has not yet been established in all branches of the social economy?”

If I were writing for polemical purposes, I could turn the same question back on you, in precisely the same terms, substituting only the capitalist system for lack of economic liberty. For note well that, if all proletarians agreed in wishing to abolish the capitalist system, it would have to disappear immediately.

The problem is therefore far more general, and it seems to me that it could be stated thus: How does it come about that, while the many would certainly have the power to turn the actions of government to their own advantage, those actions [105] in every country and in every age have been especially directed to favor the few?

For my part, I know no scientific method other than the experimental one, and therefore I have sought the answer to that question in history. I do not say that I have found it fully satisfactory, nor do I know whether I shall ever find it, but what seems evident to me is that the people have always been sacrificed, that with their labor they have always had to maintain countless parasites, that governments have always been the principal supporters of their enemies, and the instrument of the robberies they have had to endure.

The form changes, the substance differs little. The endebted plebeian of ancient Rome was shut up in the dungeon of the patrician; today they leave him free, because they have discovered that this is more profitable to his masters, but he works and consumes his health and his life in workshops in order to pay off the debts which they, by means of the State, contracted in his name.

Of the 13 billion of debt that Italy has, how much was spent for the good of the people? How much was squandered and stolen? How much paid for the luxury of the ruling classes, or served to satisfy their vanity?

The same can be said of the annual expenditures of the budget.

Explain to me how the Italian people tolerate all this; explain to me how they tolerate the infamies of the Roman Bank, the deaths of Conselice, of Caltavuturo, of Serradifalco, and how, gathered in their assemblies, they elect as legislators those who exploit them; and then I shall be able to tell you how it is that they have not yet grasped a truth so much more obscure as that of the benefits of economic liberty.

It would be an abuse of your hospitality if I were to set about expounding the many reasons why, in my opinion, human groups allow themselves to be more easily deceived and exploited than individual persons; but whatever the causes may be, the fact remains, and that is what seems to me to matter here.

But, if I am not mistaken, you reply that the capitalist system is the cause why the people do not know how to, and cannot, rebel against those who keep them in a state of subjection.

This, in part—let us leave aside for now whether small or great—is true. And if the capitalist system could be removed without at the same time increasing the functions of the State, that would be something to be considered very carefully.

But if instead the functions of the State must be increased, here is the question I wish to put: how will you prevent the men entrusted with government from abusing those greater powers which have been granted to them, just as they have up to now abused the lesser ones they have had?

Your party so far is more honest than many others because it is in opposition, but as soon as you draw near to power you will see politicians crowding around you, and ravenously asking you for some bone to gnaw on. Do you perhaps believe that Giolitti has the slightest preference for the system that governs us? If you got into power tomorrow he will offer you his services. Haven't you seen certain legal-minded democrats [4] who got elected by telling the people about their rights and denouncing the Triple Alliance, and who today, in order to get closer to power, now praise it, and support the Ministry when it wishes to conceal banking misdeeds, and when at Caltavuturo and Serradifalco it recognizes the rights of the people with lead and with prison? If you become stronger it will not take long before they change their coats once again, and call themselves your friends! Who are more socialist than they are? Who are more devoted to the good of the people? If need be they will study Marx and learn him off by heart as well, just as now they study court etiquette!

Once capital is removed, will every incentive to do evil be removed as well? I do not understand this. Someone will still have to decide what portion of the national wealth is to be used to build machines, ships, etc.; and if, instead of directing it to these uses, whoever has the power to dispose of it were to employ it in expenditures on luxuries, or to pay off a servile majority in parliament, or to meet the costs of orgies like those of Arton feasting with legislators and with scantily clad women?

Today, unfortunately, a part of the wealth produced by the labor of the people goes to serve such purposes; I do not want to see that part increase, when it should be decreasing, and I ask how we can prevent this situation from happening.

To trust solely in the honesty of the future parliamentary majority seems to me to be courting great danger. Just look at the majority that now serves the Giolitti ministry, or, if you prefer, at the majority which allowed itself to be bought by Depretis, or at any other one you wish to consider!

Today the men who, through banking swindles, railway or shipping deals, or in a thousand other ways, naturally appropriate the wealth of others, get their judges to rule that associations of socialists are associations of criminals, because they aim to change artificially the distribution of wealth; tomorrow, if political victory is yours, those same men will continue to enjoy—always naturally, of course—the fruit of other peoples’ labor, and by using the same judges they will have their opponents thrown into prison, accusing them of not being good socialists!

For my part, I see no other remedy than to clip the claws and teeth of this ferocious animal [5] ; to limit the functions of the State. Yet I should nonetheless gladly see a socialist experiment in some country (more gladly still, of course, a liberal experiment), because perhaps experience would serve to resolve certain questions that now appear insoluble.

In any case, although I am an adversary of the socialists, I respect and honor them, because lofty and most noble is the end at which they aim; and I believe that their active effort to engage the people with economic questions can bring much good to the country.

Ah! if only the ignorance that afflicts the minds of the proletarians, and which makes them slaves of politicians, could be somewhat dispelled ! Ah! if only some of them—whether liberals or socialists, it doesn't matters—could strip the laurel wreath from the head of the ruling classes, [6] and reveal to the people, and make plain to all: [7]
